Carrie
Loan Officer
Carrie was born and raised in Monroe and has been in the lending business since 1983 — longer than most of our customers have been alive. Her first loan was at 18, for a red Firebird. More than four decades later, she still gives every customer the same thing: 100% of her attention, no rushing, no judgment. When she's not at the office, she's tending her tomatoes or spending time with her children and grandchildren.
“Carrie helped me in my time of need even though I am done with bankruptcy — she gave me a second chance to rebuild my credit. She is very kind and friendly.”
Julie
Senior Loan Officer
Julie grew up in Burbank, California — yes, you read that right. In 2018, she took a leap of faith, moved to Monroe with Kevin, and helped take the reins at Citizens Financial. She has a deep respect for money and what it means to take care of what you have — and that comes through in every conversation. Most days she's the first face you see when you walk in, and she wouldn't have it any other way. Outside the office, she's a serious quilter and fabric artist, an avid gardener, and devoted to the Airedales.
“Julie and Kevin and Carrie are so wonderful. They go the extra mile. I tell all my family and friends that if they need to borrow any money they would be crazy not to go to Citizens Financial.”
Kevin
Owner & CEO
Kevin grew up in Buckhorn Bend and signed his first loan paperwork at 12 — a pair of speakers, co-signed by his dad, paid off one yard at a time. After LSU, he headed west to chase music and then a career in finance. In 2018, he and Julie came home to Monroe and took over Citizens with a belief that hasn't changed: people deserve to be treated with dignity when they need help. Outside the office you'll find him in the garden, listening to his stereo, or playing guitar — Jasper and Shiloh usually close by.
“Honest and caring for their customers. Home town owners!!!”
Jasper
Chief Morale Officer
Jasper joined the family in October 2019 and has been the face of Citizens Financial ever since — appearing on postcards, in leprechaun hats, and in more than a few Google reviews. He enjoys digging holes, sleeping in awkward positions, and looking handsome.
“They will work with you in ways other companies will not. And we also love the pups :)”
Shiloh
Director of First Impressions
Shiloh joined the family in October 2022 and immediately got to work. He enjoys chewing on antlers, chasing squirrels, and causing general mischief — usually at Jasper's expense. He's appeared in Valentine's campaigns, Halloween pieces, and the occasional 80s throwback.
“Always a nice energy when you walk in.”
Our Story
Citizens Financial Services opened its doors in 1993 with a belief that hasn't changed: people deserve to be treated with dignity when they need financial help. Not judged. Not reduced to a number. Treated like a person.
In 2018, Kevin and Julie Sweet bought the company and kept that same promise going. From the office on Roselawn Avenue, we've helped thousands of Monroe and Ouachita Parish residents cover unexpected car repairs, medical bills, back-to-school costs, and moments when life just didn't go according to plan. We don't ask you to be perfect. We ask you to be honest — and we meet you there.
We're not a bank. We don't have a call center. When you call us, a real person answers. When you walk in, someone who knows your name will help you. That's what local lending looks like.
